Force participants to scroll to the bottom of an html page (case 25057)

I am presenting participants with an html page that requires them to scroll down to read the entire thing. I'd like to make it so that they cannot continue on to the next page unless they scroll all the way to the bottom (and, presumably, read all of the text on the page). Is there a way to prevent them from continuing until they have scrolled all the way to the bottom of the page? Thank you in advance!
