Take a look at that section in the users guide. See if it makes more sense to try it with the % symbol rather than the $ symbol, and then see if you still have the issue.

I guess what I'm not following is what you are trying to accomplish in terms of randomization. When you say that the order is supposed to be the same (deceased, attachment, close, unknown x 3) then why are you randomizing the order of your trials via the WGR column? I'm asking because when I run it, it seems like what I would expect given the content of your input file. Hmm.
i didnt mean the the order is the same
i meant that the order of the list (the external list is the same )
the first name is always the deceaced
the second is the attachment figure the third is the close and the other three are the unknown names

Maya--let's simplify this as much as possible. I've attached an extremely reduced version of your sample. Can you run it and tell me if you see the same problem as the larger version.
