It seems that Excel can have trouble reading and displaying characters from some international fonts. See their link on the subject here:

I tried looking at your data files and had the same problem. However, if I renamed the file from .csv to .htm, I could read the Greek characters in Internet Explorer.
So, knowing that the data were in there, I googled "arial greek" and found this site where you can download the Greek Arial font that Microsoft mentions:

I've also attached them in a zip file. So I dropped them into the fonts folder via the Windows Control Panel and then opened Excel. I selected the cells with Greek content, and selected "Format > Cells > Font" and chose the new Arial Greek font.
I don't know much Greek but it sure looked a lot better!
