Difference btw Reaction Time and Timestamp. (case 18891)

I got the fill-in-the blank data by 'writing RT' and using 'Timestamp (@)' between two questions.
When I read the Help documentation,[U] "response times is the time the subject continues to the next item[/U],
and in Timestamp.csv, it includes the subject id, the variable name, the time at which the item *started* (e.g., 12:23:22), the milliseconds elapsed from the beginning of the experiment and [U]the milliseconds passed since the last timestamp".

I didn't get the difference btw RT and "the milliseconds passed since the last timestamp".
Numbers are slightly different. (e.g., RT=4490; milliseconds passed since the last timestamp=4880)
Can I get more information regarding Reaction Time and Timestamp?
