SkipTo and Response Limiting Parameters for Fill-in-the-Blank

I am asking participants to complete a series of detailed questions about what types of people they know. If they indicate that they know zero, I would like to make a specification for them to skip over the next several questions but am not sure whether this is possible outside of the context of a scale or multiple response format (this is fill-in-the-blank).

Additionally, I will ask them follow up questions on how many of the originally reported number of people meet other criteria (e.g., they are close with them). I would like to set a parameter that the response given for the follow up questions cannot be larger than the original response, but wasn't sure how to do this either. For example, if participants said they know 10 of a certain type of person, they should not be able to say they're close with 11.
