IOTest utility fails in ML 2010.3 says I don't have appropriate license (case 2196)

When I try to run the IOTest utility in ML 2010.3 (on Vista and Win 7 PCs), Ml says "You do not have an appropriate license to use this functionality." What?!

For the lab PCs (mix of XP and Vista) running ML 2010.1, the IOTest utility works fine.

    Any ideas, patches, or fixes?

For whatever reason, the IO Test works in 2010.1 and 2010.2. Rolling back to an earlier version solved the bug.
